Summary
Directs the President to fill vacancies on the Securities Exchange Commission whenever the number of members is less than five. Authorizes the Commission to litigate in its own name in any Federal or State court of competent jurisdiction. Requires the Commission to comply with requests from Congressional committees with appropriate authority for documentary information. Authorizes to be appropriated specified sums for fiscal years 1976 through 1979.
