Summary
Safer America For Everyone's Children (SAFE Children) Act - Authorizes the Attorney General to provide grants to: (1) units of local governments that have in effect specified gun buyback programs, school violence initiatives, and activities to meet the child care needs of parents during non-school hours; and (2) States that have in effect laws that impose criminal penalties on a person under age 21 who purchases a handgun in the State, that require each licensed manufacturer, importer, or dealer of firearms to sell a secure gun storage or safety device with each firearm sold, and that create a public-private partnership to support organizations and units of local governments that promote safe schools and gun safety. Juvenile Assault Weapon Loophole Closure Act - Bans the importation of large capacity ammunition feeding devices. Defines such devices to cover those manufactured before the enactment of the Violent Crime Control and Law Enforcement Act of 1994. Community Protection Act - Amends the Federal criminal code to authorize qualified government agency law enforcement officers carrying an official badge and photographic identification to carry a concealed firearm, notwithstanding State or local laws. Sets forth similar provisions authorizing qualified retired law enforcement officers to carry concealed firearms notwithstanding State or local laws. Authorizes the Secretary of the Treasury to award grants or enter into contracts to establish or expand elementary and secondary school counseling programs.
