Summary
Requires Federal judges to conduct bilingual court proceedings, in criminal and civil actions, where it is determined that a party to, or witness in, such proceedings does not understand the English language. Directs the Director of the Administrative Office of the United States courts to determine and supply the personnel and facilities necessary to conduct such proceedings. Authorizes appropriations necessary to carry out this Act.
