Summary
Amends the International Emergency Economic Powers Act and provisions of the Foreign Assistance Act of 1961 regarding the embargo on trade with Cuba to provide that the authorities granted to the President under such Acts do not include the authority to regulate or prohibit, directly or indirectly, financial or other transactions related to the establishment of news bureaus by U.S. news organizations in Cuba, or the establishment of news bureaus in the United States by Cuban news organizations. Amends the Cuban Liberty and Democratic Solidarity (LIBERTAD) Act of 1996 to repeal provisions restricting the establishment of U.S. news bureaus in Cuba.
