Summary

Amends Federal bankruptcy law to require a bankruptcy court, upon proper request and after a hearing, to allow a creditor to proceed against a debtor (even after a filed bankruptcy petition has stayed other legal proceedings against the debtor) to recover perishable commodities which the debtor holds under a bailment contract.
