Summary
Amends the Comprehensive Environmental Response, Compensation, and Liability Act of 1980 to prohibit use of funds in the Hazardous Substances Superfund for construction or operation of a thermal destruction facility at the site known as the OII landfill site, located in the vicinity of the cities of Los Angeles, Montebello, and Monterey Park, California, unless the City of Monterey Park and the Administrator of the Environmental Protection Agency enter into a written agreement regarding the location of the facility.
