Passenger Safety and Security Act or the PASS Act - Amends the federal judicial code to include state and local agencies among institutions with which the Attorney General shall exchange identification records and information, including agencies acting through a qualified transportation regulation association to conduct criminal background investigations as a condition of issuing a taxi, chauffeur, public passenger, or other similar license.
