Summary
Citizens' Postal Rate Relief Act of 1981 - Sets the postal rate for sealed, domestic letter mail of individuals at 13 cents for the first ounce of each piece of mail matter and 11 cents for each additional ounce. Requires the Postal Service to maintain the rate for the class of mail established by this Act at not more than 80 percent of the rate for the transmission of ordinary letters sealed against inspection. Sets forth the procedure for fining a person for unauthorized use of such rate.
