A bill to prevent the proliferation of nuclear weapons by limiting the transfer of certain nuclear technology and materials.

Summary

Prohibits the Nuclear Regulatory Commission from licensing and the Energy Research and Development Administration from engaging in or allowing any export of nuclear fuel or technology to any country (1) which is not a party to the Nuclear Nonproliferation Treaty and which develops any nuclear enrichment or reprocessing plant without concluding an agreement with the International Atomic Energy Agency or Euratom against diversion to a country not a party to a nuclear nonproliferation treaty or (2) which furnishes or agrees to furnish uranium enrichment or nuclear fuel processing plants to a country which is not a signatory, unless the President waives such prohibition in the interests of national security and so reports to Congress 60 days prior to such licensing or authorization. Makes such Presidential reports available to every Member of Congress.
