A bill to declare United States policy concerning peace in Central America and to require congressional approval for any embargo on trade between the United States and Nicaragua.

Summary

Declares that it shall be U.S. policy: (1) to support the conclusion and ratification of the Contadora Act for Peace and Cooperation in Central America; and (2) if such Act is violated to consult with its allies and to act in concert with these allies to seek peaceful and constructive remedies to such violations. Prohibits the President from using the authorities of any law to impose a trade embargo or any other restrictions on trade between the United States and Nicaragua for foreign policy reasons unless the Congress enacts legislation expressly authorizing the President to take such action. Terminates the embargo on trade with Nicaragua established by the President on May 1, 1985, and any other embargo or trade restriction in effect on the date of enactment of this Act.
