Summary

Coastal Community Conservation Act of 1999 - Amends the Coastal Zone Management Act of 1972 to extend, and terminate as of September 30, 2003, coastal management development grant authority. (Sec. 4) Replaces the resources management improvement grant program with a coastal community conservation grant program. Sets forth program provisions. (Sec. 5) Makes Coastal Zone Management Fund amounts available to offset costs of implementing coastal zone management programs. (Sec. 6) Revises coastal zone enhancement grant provisions, including: (1) expanding eligible grant objectives; (2) requiring State matching funds; and (3) amending allocation criteria. (Sec. 7) Makes the Walter B. Jones Excellence in Coastal Zone Management Awards program discretionary. (Currently the Secretary of Commerce is required to implement the program.) (Sec. 9) Authorizes appropriations for : (1) management program development grants; (2) administrative grants; (3) coastal zone enhancement grants; (4) coastal community conservation grants; (5) administrative expenses; (6) Walter B. Jones Excellence in Coastal Zone Management Awards; (7) the provision of access to public beaches, other coastal areas, and coastal waters for individuals with disabilities; and (8) financial assistance to the Barnegat Bay Personal Watercraft Task Force. (Sec. 11) Directs the Secretary to: (1) report with respect to coastal zone management program outcome indicators; and (2) submit to specified congressional committees draft legislation authorizing a national coastal zone management outcome monitoring and performance evaluation system. (Sec. 12) Mandates grants to study the impact of personal watercraft on coastal and marine habitats in coastal zones. Authorizes appropriations. Defines"personal watercraft" as a motor vessel that uses an inboard motor powering a water jet pump or a caged propeller as its primary source of motive power and is designed to be operated by a person standing on, kneeling on, or sitting astride the vessel.
