Prohibits changes in the missing status classification of members of the uniformed services until the President has determined that all reasonable actions have been taken to account for such members and that other criteria have been met under this Act. Requires a study under this Act by the Committee on Armed Services of the House of Representatives to determine whether the provisions of Federal law determining missing status classification should be repealed or modified.
