Summary
Palmetto Bend Conveyance Act - Directs the Secretary of the Interior: (1) on receipt of a specified payment from the State of Texas (acting through the Texas Water Development Board and/or the Lavaca-Navidad River Authority), to convey the Palmetto Bend Reclamation Project (excluding the mineral estate) to the State; (2) to complete the conveyance expeditiously, including such actions as may be required under the National Environmental Policy Act of 1969; and (3) to report to specified congressional committees if the conveyance is completed later than one year and 180 days after the enactment date of this Act. Extinguishes the State's obligation under a specified Bureau of Reclamation contract upon payment of such amount. Requires the State to bear the cost of all boundary surveys, title searches, appraisals, and other transaction costs for the conveyance. Requires State payments to the Secretary to be credited to the Reclamation Fund in the Treasury. Provides that: (1) the land, water, facilities, and mineral estate of the Project shall continue to be managed by the State and operated for ensuring the implementation of fish, wildlife, and recreational activities; (2) all mineral interests in the Project retained by the United States on completion of the conveyance shall be subject to continued use by the State for purposes for which the Project was authorized; and (3) the Project's surface estate may be used for exploration, development, or oil, gas, or mineral production only on approval by the State. Deauthorizes the Project effective on the date of its conveyance.
