Federal Employees Humanitarian Leave Act of 1991 - Allows executive agency employees to take up to seven days of leave each year without a reduction in pay or leave to which otherwise entitled in order to donate organs or bone marrow. Allows Federal employees to use sick leave for purposes relating to the adoption of a child.
