Summary
Directs the President to designate as a port of entry an airport or seaport that is a military installation closed under any of the defense base closure laws if the local authority under which the airport or seaport operates requests such designation. Authorizes the President to decline to make such a designation if he: (1) determines that the costs to the United States of conducting operations at a port of entry outweigh the economics benefits to the locality; and (2) transmits such determination to Congress.
