Amends Federal bankruptcy provisions to provide that a bankruptcy trustee may not avoid transfers made to depositors by uninsured industrial banks that accept and issue documentary evidence of time and savings deposits in the ordinary course of business. Specifies that such a requirement shall take effect retroactive to March 8, 1983, but shall not apply to bankruptcy cases filed before that date.
