Summary
Justice for MAS Applicants Act of 1999 - Amends the Federal judicial code to grant the United States Court of Federal Claims jurisdiction to hear and determine any claim for interest on monies held by the Federal Communications Commission in connection with a Multiple Address System application filed for a specified broadcast band and eventually dismissed, and reimbursement for any direct expenses incurred in connection with such application. Directs the Court to award such interest at a specified rate and such expenses as it determines were so incurred.
