Amends part C (Administrative Simplification) of title XI of the Social Security Act (SSA) with respect to standards for information transactions and data elements to provide that, for purposes of provisions on the transfer of information among health plans, the term "coordination of benefits" means provisions that meet the standards and requirements of the 1996 NAIC Group Coordination of Benefits Model Regulation.
