Summary

Amends the Small Business Act to authorize the Small Business Administration to make grants or enter into cooperative agreements with one or more small business development centers for the development of a small business information sharing system. Extends on a prorated basis through FY 1996 the authorization of appropriations under such Act for the Central European enterprise development program. Amends the Small Business Credit and Business Opportunity Enhancement Act of 1992 to repeal a provision prohibiting regulations concerning the small business development center program from being published in the Federal Register.
