Summary
Prohibits any person engaged in the retail sales of cigarette products to place cigarette products in the general merchandise areas of a retail sales facility and within reach of customers. Requires all cigarette products sold at retail to be placed under or behind a counter where they may be accessible only to a salesperson. Treats a violation of such prohibition as an unfair or deceptive act or practice under the Federal Trade Commission Act and gives the Federal Trade Commission (FTC) enforcement authority.
