Savannah River Lakes Private Land Ownership Restoration Act - Directs the Secretary of the Army to transfer, without consideration, by quitclaim deed, all right, title, and interest in certain land in Georgia and South Carolina to various counties, with each county receiving the portion of the land that is within its boundaries. States that the land consists of land owned by the Corps of Engineers that constitutes: (1) the J. Strom Thurmond Dam and Lake project; (2) the Richard B. Russell Dam and Lake project; and (3) the Hartwell Dam and Lake project.
