Amends the Clean Air Act to require State plans for the implementation and maintenance of a national primary ambient air quality standard to prohibit a source or multiple sources within such State from interfering with another State's attainment of its air quality standard. Requires such plans to provide for notifying another State if significant air pollution may travel interstate. Modifies the petitioning procedures available to a State regarding violations of such requirements.
