Summary
Furlough Prevention Act of 1995 - Prohibits an officer or employee of the Federal Government or of the District of Columbia government from being furloughed due to any period of lapsed appropriations. Provides that employment during such period shall create an obligation by the government involved to compensate such an officer or employee after the end of the period at his or her standard rate.
