Summary

Amends the Public Buildings Act of 1959 to authorize the Administrator of General Services to issue obligations to finance the acquisition and construction of public buildings. Requires the Secretary of the Treasury to prescribe terms and conditions and to determine the interest rate for such loans. Prohibits the authorization of appropriations for loans for which a prospectus is required unless acquisition or construction has been approved by certain congressional committees. Provides for budgetary and accounting treatment of such loans in the fiscal year in which they are issued.
