Summary

Directs the Secretary of the Army, through the Chief of Engineers, to construct, operate, and maintain recreational facilities and streambank stabilization along the Des Moines River, Iowa. Empowers the Secretary to enforce limitations on the killing of wild animals and birds therein. Authorizes the Secretary to acquire the necessary land and interests therein to carry out such project. States that the Federal share of such project shall be 100 percent. Authorizes appropriations to carry out the provisions of this Act.
