Clearing Local Impediments Makes Broadband Open to New Competition and Enhancements or the CLIMB ONCE Act This bill requires the Federal Communications Commission to recommend best practices for states implementing a one-touch-make-ready policy (i.e., a policy to reduce the time and cost of broadband equipment deployment on utility poles by allowing a single construction crew to make changes to multiple utility wires).
