Amends the veterans' benefit provisions concerning the organization of the Department of Medicine and Surgery in the Veterans Administration to make the appointment of the Directors of Pharmacy Service, Dietetic Service, Podiatric Service, or Optometric Service optional. Permits a review of the performance of certain probationary medical personnel at any time during their probation. Permits the Chief Medical Director to accept, reject, or modify any recommendation of a review board concerning employee performance.
