Summary
Provides that a member of an armed force entitled to retired or retainer pay pursuant to the Survivor Benefit Plan on the effective date of this Act shall be deemed to include any former member of an armed force who is certified by the Administrator of Veterans' Affairs as having a total disability permanent in nature resulting from a service-connected disability and who is not otherwise covered by this Act. Authorizes to be appropriated such sums as may be necessary to carry out the purposes of this Act.
