Summary

Title I: Amendments to Title II of the Outer Continental Shelf Lands Act Amendments of 1978 - Amends the Outer Continental Shelf Lands Act Amendments of 1978 to exempt specified vessels operating on the Outer Continental Shelf from certain manning requirements of such Act. Title II: Amendments to Title IV of the Outer Continental Shelf Lands Act Amendments of 1978 - Eliminates the prohibition against the payment of damages from the Fishermen's Contingency Fund by the Secretary of Commerce to a commercial fisherman when damage was caused by materials, equipment, or other items attributable to a financially responsible party. Extends the time period during which a report on the location of such materials and the nature of such damage must be filed. Revises procedures for claims of less than $25,000. Title III: Amendments to Title V of the Outer Continental Shelf Lands Act Amendments of 1978 - Amends the Coastal Zone Management Act of 1972 to revise the date by which a state coastal zone management program shall be certified.
