Summary

Directs the President to impose an embargo on trade with Syria. Requires the President to instruct the U.S. Executive Director of the International Bank for Reconstruction and Development not to vote in favor of any action to be taken by the Bank that would benefit Syria. Declares that the Congress calls upon the President to: (1) bring to the attention of the Secretary General of the United Nations, and to pursue before the Security Council of the United Nations, the matter of Syrian-sponsored terrorism; (2) demand that the United Nations undertake measures against such country for such terrorism; and (3) seek multilateral cooperation in imposing sanctions against Syria to obtain a cessation of that nation's sponsorship of terrorism.
