Summary
Clean Water Users Protection Act - Amends the Federal Water Pollution Control Act to require, in citizen lawsuits under the Act, the filing of a bond or equivalent security by the plaintiff in an amount equal to: (1) the defendant's estimated costs of litigation; and (2) the defendant's estimated losses resulting from a temporary restraining order or preliminary injunction granted by the court.
