Summary

Directs the Secretaries of Agriculture and the Interior to prohibit the use of phenoxy herbicides on specified Federal forest lands unless: (1) certain Federal officers determine on a site-specific and case-by-case basis that such use will not endanger public health or the environment and is necessary to promote tree growth; and (2) each unit of local government located within or drawing water from the area in which such herbicide will be used has been notified of the proposed use and has approved of it.
