Declares that a named retired Air Force officer shall be considered to have been promoted to specified ranks at specified times, for the purpose of computing salary, retired pay, allowance and all other related rights. Directs: (1) the payment to such individual the difference in salary and retired pay to which he would have been entitled if he had been so promoted; and (2) the prospective adjustment of his retired pay.
