Summary
Residue Entries and Streamlining Trade Act - Amends the Tariff Act of 1930 to exempt from the U.S. customs laws the importation of instruments of international traffic (certain reusable containers, but excluding communications satellites) containing de minimis residual matter. Defines the term "de minimis residual matter" to mean material remaining in the container after its contents have been unloaded before it is either refilled or cleaned.
