Directs the Secretary of the Interior to convey, by quitclaim deed and without consideration, all right, title, and interest of the United States in and to certain lands in Livingston Parish, Louisiana, to any person who meets certain conditions. Requires any deed issued under this Act to provide for a reservation of all mineral rights to the United States.
