Passive Investor Regulatory Relief Act of 2001 - Amends the Clayton Act to delete a requirement that acquisitions of voting securities, resulting in the securities acquired or held not exceeding ten per cent of the issuer's outstanding voting securities, be solely for the purpose of investment in order to be exempt from pre-merger notification and waiting period requirements.
