Summary

Requires the Foreign Claims Settlement Commission to determine the validity and to certify for payment valid claims under the War Claims Act of 1948 filed within one year of the date of enactment of this Act by any individual who was a citizen of the United States on the date of enactment of this Act and whose claim could not have been allowed under the Act because such claimant was not a national of the United States at the time of the loss as defined by the Act.
