Amends the Legislative Reorganization Act of 1946 to adjust the annual rate of pay for each Member of Congress to the rate payable as of November 29, 1989. Amends the Ethics Reform Act of 1989 to provide for continuation of provisions limiting outside income and employment and banning honoraria.
