Summary
Amends the Small Business Act and the Consolidated Farm and Rural Development Act to provide for reduced interest rates on disaster loans. Provides that the total amount of time the payment of principal and interest so deferred shall not exceed one year, and the interest on the balance of the loan shall be at a rate of five percent per annum.
