Waco Independent Investigation Act of 1999 - Directs the Attorney General to appoint an independent counsel, without regard for the preliminary investigation requirement, to undertake a comprehensive investigation of Federal agency actions in the raid on the Branch Davidian Compound in Waco, Texas, on April 19, 1993, to determine if Federal laws, including civil rights and posse comitatus laws, were violated.
