Prohibits the President, Vice-President, members of the President's Cabinet, and Members of Congress from receiving: (1) basic pay for any period in which there is a lapse in pay for Federal employees because of a lack of appropriations; or (2) such withheld pay until legislation is enacted restoring pay for all Federal employees for such period.
