Extends until September 30, 1983, the authority: (1) of the Administrator of Veterans' Affairs to maintain an office in the Republic of the Philippines; (2) of the President to authorize the Administrator to enter into contracts with the Veterans' Memorial Medical Center to pay for hospital care and medical services to Commonwealth Army veterans and new Philippine Scouts for service-connected disabilities; (3) to make payments for such care and services; and (4) to appropriate specified sums for the training of health service personnel, for new equipment and the rehabilitation of the Veterans' Memorial Medical Center.
