Summary

Declares that there has been an increase in the incidence of fraud and misuse of Federal financial assistance committed by persons administering or participating in programs or activities conducted by the Secretary of Health, Education, and Welfare. Authorizes the Secretary to appoint not less than 20 nor more than 30 persons to serve as full time professional investigators of allegations and charges of such fraud and misuse. Stipulates that the Secretary may not direct such persons to carry out any function with respect to any internal security program or any other program relating to internal employee security. Authorizes to be appropriated such sums as may be necessary to carry out this Act.
