Summary
Amends the Comprehensive Environmental Response, Compensation, and Liability Act of 1980 to direct the President to establish a Task Force to coordinate Federal research on risks associated with the release of hazardous substances. Requires the Force to report to the President and the Congress within one year on where additional research is needed, terminating such Task Force upon the report's submission. Directs the Administrator of the Environmental Protection Agency to establish an innovative technologies program to provide permanent solutions to the risks associated with hazardous substance release. Authorizes the Administrator to contract-out such program. Requires that the public be given notice and an opportunity to comment before a remedial action is adopted or a claim settled. Authorizes the use of funds from Superfund for such purposes.
