Summary
Directs the Administrator of General Services to review every ten years the continued usefulness for Federal purposes of all lands used or controlled by the Government in the State of Hawaii. Specifies exceptions. Directs the Administrator to transfer such lands if review indicates they no longer meet specified criteria of usefulness for Federal purposes. Grants the State of Hawaii the right of first refusal to purchase such lands. Makes such lands, thereafter, available for purchase by any local governmental authority. Makes such lands available for sale to other parties under Federal surplus property disposal laws if no local governmental authority elects to purchase them.
