Summary
Clean Coal Technology Efficiency Improvement Act of 1991 - Directs the Secretary of Energy to establish: (1) a coal research and development program; and (2) a coal demonstration program. Directs: (1) the Federal Energy Regulatory Commission to establish clean coal technology regulatory incentives; and (2) the Secretary to develop a U.S. coal export plan. Establishes: (1) a Clean Coal Technology Export Coordinating Council; and (2) within the Department of Energy a clean coal and renewable energy technology transfer program. Authorizes appropriations.
