Summary
Amends title XIX (Medicaid) of the Social Security Act to permit a State, under a home-or-community-based waiver, to provide home-based services to an individual for whom it is medically feasible to provide home-based services, but the costs for such services: (1) would exceed the costs for appropriate skilled nursing or intermediate care services; and (2) are less than the costs for appropriate inpatient hospital services. Provides for a study and report to the Congress from the Secretary of Health and Human Services.
