Revises civil service immediate retirement provisions applicable to law enforcement officers and firefighters by: (1) including National Weather Service and National Environmental Satellite, Data, and Information Service employees within such provisions; and (2) providing for an annuity, except for removal on misconduct or delinquency charges, if retirement contributions for Government service were paid to the Federal retirement fund.
