Amends the Caribbean Basin Economic Recovery Act to provide that rum manufactured in a beneficiary country which meets certain requirements and which is used in the production or processing of articles in Canada shall be treated as originating in a U.S. territory for purposes of the United States-Canada Free-Trade Agreement.
