Summary

Truth-in-Regulation Act of 1981 - Requires the Environmental Protection Agency and all Federal regulatory agencies to prepare for each rule promulgated: (1) a statement comparing the economic costs to private industries with the benefit such rule would have on the environment; and (2) an environmental impact statement. Establishes standing task forces in each community affected by proposed agency rules to assess the economic and employment impact of each such rule. Requires Congressional approval, by joint resolution, of any rule causing an increase in unemployment in the private industries to be directly affected.
